In the 2022 Policy Address, the Chief Executive announced that the Government will develop a “Round-the-Island Trail” (the Trail) of about 60 kilometres on Hong Kong Island by connecting the waterfront promenades on the northern shore and a number of existing promenades and countryside walking trails in the Southern District. The Government had been implementing the project in phases since 2023, with an aim of connecting 90% of the Trail by end-2027 and substantially completing the remaining works by end-2031.

The Invigorating Island South Office (IISO) of the Development Bureau (DEVB) and the Civil Engineering and Development Department (CEDD) are the policy bureau and works agent respectively for taking forward the Project.

Civil Engineering and Development Department commenced the feasibility study in May 2023, proposing the overall planning, alignment, connection and improvement schemes of various sections, implementation strategy and time table of the Trail, conducting land survey and relevant technical assessments, and estimating the project cost.

With a view to connect the missing link of the Trail and improve the walking environment of some existing sections as soon as possible, some of the works have commenced in phases since 2023, including construction of new trail between Tai Tam Tuk Reservoir Dam and Hong Kong Trail Section 7, and tree beautification works at a section of footpath at Victoria Road near Mount Davis to showcase the beautiful seascape along the way. Concurrently, CEDD and the Consultant continue to carry out detailed design of the proposed works and will progressively implement the works of various trail sections. In addition, Transport Department, Highways Department, Leisure and Cultural Services Department and Hospital Authority will also collaborate to implement some connection and improvement works.


Project Progress

1) Construction of a Promenade connecting Cadogan Street and Sai Ning Street
The construction of the promenade was commenced in August 2022 and completed on 28 June 2024.

2) Improvement Works at Victoria Road near Mount Davis
The landscape works at Victoria Road near Mount Davis commenced on 21 Dec 2023 and completed on 15 Jan 2024.

3) Construction of a Trail along the Rocky Shore at Sandy Bay
The construction of the trail was commenced in February 2023 and completed on 30 July 2024.

4) Construction of a Footbridge Connecting the Waterfall Bay Park and Cyberport Road
The construction of a footbridge connecting Waterfall Bay Park and Cyberport Road was commenced in July 2023 and is expected to be completed by the third quarter of 2025.

5) Improvement works to the Waterfall Bay Park
The project is upgrading the existing railings of the Park. The construction works has been commenced on 4 September 2024 and targeted to be completed by the first quarter of 2025.

6) Trail Provision and Improvement Works near Tai Tam
The trail provision and improvement works between Tai Tam Tuk Reservoir Dam and Hong Kong Trail Section 7 near Tai Tam has been commenced on 31 Jan 2024 and is expected to complete by the third quarter of 2024.

7) Boardwalk underneath Island Eastern Corridor
The construction works has been commenced on 31 December 2021 for completion in phases between end 2024 and end 2025.


The Boardwalk underneath Island Eastern Corridor

The Boardwalk underneath Island Eastern Corridor (“IEC boardwalk”) will form part of the “Round-the-Island” Trail on Hong Kong Island.

With the completion of the IEC boardwalk, the harbourfront of the northern shore of Hong Kong Island stretching from Shek Tong Tsui in Western District to Aldrich Bay in Shau Kei Wan will be fully connected, providing a continuous promenade of some 12 km long for public enjoyment. The boardwalk is approximately 2.2 kilometres long and maintains a width of at least 10 metres wide throughout, with a western and an eastern section. The western section (approximately 0.7 kilometre long) runs from Oil Street to Tong Shui Road, whereas the eastern section (approximately 1.1 kilometres long) runs from Tin Chiu Street to Hoi Yu Street. These two sections will be connected by the existing North Point Promenade (approximately 0.4 kilometres long).

There will be six viewing platforms provided along the IEC boardwalk for public enjoyment of the panoramic views of Victoria Harbour. There will also be a fishing platform formed near Tong Shui Road with cascade seating design to serve anglers. The levels of the viewing platforms and fishing platform will be slightly lower than the proposed Boardwalk to bring users closer to water. To allow the passage of vessels to the inner water area, three movable bridges will be installed. The design concept for two of them is inspired from birds flying freely above the Victoria Harbour.

Installation of prefabricated boardwalk deck spans

To ensure smooth progress of the boardwalk construction and minimal nuisance to local residents, the majority of the boardwalk decks will be constructed by an off-site prefabrication method.

Installation of prefabricated boardwalk deck spans needs to be conducted according to the tidal conditions. Also, adequate safety measures should be in place to ensure no impacts on the existing IEC structures.

Over 60% of the boardwalk decks have been installed recently.
