Background

The Kai Tak Road / Sa Po Road Development Scheme (the Scheme) will be implemented. The area covered in the scheme will be restructured in order to enhance the environmental conditions of the area. After and restructuring, the land of the proposed areas will be used more effectively. The re-planning of land uses will also cater for the new Kai Tak Development Area. A closer tie between the old and new districts will be launched, allowing the public a greater convenience.

The Scheme covers an area of approximately 6,100 square metres. The area is bounded by Carpenter Road to the north, and Prince Edward Road East to the south. It covers buildings and land at 31-49 Sa Po Road (odd numbers), 55-73 Sa Po Road (odd numbers) and 24-82 Kai Tak Road (even numbers). It also includes two pieces of government land, a segment of Sa Po Road as well as a part of the surrounding public pavement. The existing buildings in the area are mainly for residential use. The residential buildings are of 5 to 10 storeys high and were constructed between 1962 and 1990. The only commercial building in the area is the 12-storey-high building on 31-35 Sa Po Road. It was built in 1981 and is used as offices on upper floors and as shops for the ground floor.

Proposed Project Scope

The Scheme aims to provide a Gross Floor Area (GFA) of approximately 40,100 square metres for residential use. It is expected that about 810 flats will be provided. The GFA for commercial or retail uses will be approximately 8,000 square metres. Moreover, a GFA of about 800 square metres will be for community use in order to cater for the needs of the community.

A split-level sunken plaza with a GFA of 1,000 square metres is proposed to be constructed. The plaza will connect to the future pedestrian tunnel across Prince Edward Road East, as well as to the future underground shopping street in the Kai Tak Development Area. As a result, the area covered in the Scheme will serve to connect the old and new districts, allowing a more convenient travel between the redevelopment area and the Kai Tak Development Area. The plaza will provide not only retail facilities, but also event and public spaces. Thus, the public can perform various activities there. The design and decoration of the plaza will feature hard and soft landscape, as well as local elements, so that the spot can be made a pleasant and dynamic public space with local characteristics.

Apart from the construction of the plaza, the Scheme also focuses on tackling the problem of narrow pavement and the inadequacy of parking spaces. Currently, the large number of bus and minibus stations along Prince Edward Road East often results a crowded environment for queuing, which makes that particular section of the road frequently congested. To improve the queuing condition and to provide a larger space for pedestrians, the existing pavement along Prince Edward Road East will be restructured. On the other hand, the insufficient number of parking spaces often results in illegal parking, which also leads to traffic congestion in the area. To alleviate the existing problems, the Scheme incorporates the construction of an underground car park which will provide approximately 300 public parking spaces. It is also anticipated that the building of the car park can contribute to future removal of on-street parking spaces, so that the pavement can be further widened and the walkability of the area can be enhanced.

Expected Schedule and Conclusion

A freezing survey was conducted to ascertain the number of affected households and their occupancy status in February 2019. The Social Impact Assessment Report is also available for public inspection. Upon approval of the draft Development Scheme Plan, acquisition offers and compensation will be provided to affected owners and tenants, and the redevelopment project will commence. It is expected that the whole project will be completed by 2030 or 2031. Enhanced land uses in the area are anticipated by the time of the project completion. With the implementation of the Scheme, spaces for pedestrians and vehicles in the area will be restructured, which will result in a remarkable improvement in both the environmental and residential conditions. Besides, the Scheme will allow the area to serve as a connection between the old Kowloon City district and the new Kai Tak Development Area. The Scheme will play a vital role in strengthening the tie between districts, and will therefore bring considerable benefits to the area.
